Check your R&D balance, you should be between 20 and 25M

Continue with General #2
Unlock the Marketing "basic offices" Level 1 (cost 1M) - 60min
Unlock the Marketing "basic offices" Level 2 (cost 1M) - 60min
This should have unlocked you General #3 section

In general #3
Unlock the R&D "Medium-size lab" Level 1 (cost 15M) - 2h30min

If you are lucky to have enough Research dollars to proceed with Level 2,
then do so (15M).

Increase your R&D research to maximum

For your remaining Reserach Dollar, proceed with plane research
