If you got the 2nd cola booster, your R&D level should be at close to 400M of R&D Dollars and still rising.
In this case, wait until you reach 500M and unlock directly CBIB Express Loan.

Without Cola Boost
Well, you are likely around 50M of R&D dollars. With a 40M increase per day, you'll need to wait 4-5 days to have enough R&D dollar to unlock Bank-O.
Just be patient, it is part of the game.

Do connect every day, take all the free bonus available, which can steer this close to 4 days instead of 5.
As soon as you reach 250M of R&D dollar, perform the research of Bank-O Express Loan.
